PIAGGIO TO ENTER INDIA’S MASS SCOOTER MARKET BY 2027

Piaggio Vehicles will launch a new commuter scooter range in India by H1 2027, built on a locally developed platform. Targeting the six-million-unit scooter market, the models will compete with Honda Activa and TVS Jupiter while retaining Piaggio’s premium design ethos. Production will be based at its Baramati plant in Maharashtra.

Piaggio Vehicles Private Limited is preparing to unveil a new commuter scooter range tailored for India by H1 2027, signalling a strategic shift for the Italian automaker. The upcoming lineup will be built on a new India-specific platform, underpinning multiple models under a fresh brand identity. According to Diego Graffi, Chairman and Managing Director, the scooters will feature varied specifications and powertrain options, ensuring broad appeal in the commuter segment.

Graffi emphasised that while Piaggio is a fuel-agnostic company, the new scooters will explore diverse powertrains, including conventional and possibly alternative options. The models will compete directly with popular commuter scooters such as the Honda Activa, TVS Jupiter, and Suzuki Access, but will carry the “distinctive element of premiumness” associated with Piaggio’s global brand.

The decision to enter the commuter scooter space comes after years of hesitation. Graffi noted that Piaggio now possesses sufficient knowledge of the Indian two-wheeler market to make a confident entry. The company’s Baramati plant in Maharashtra has adequate capacity to meet production needs, and Piaggio has expanded its R&D base in India by recruiting engineers to accelerate product development.

Globally, Piaggio’s CEO Michele Colaninno has long advocated for commuter scooters in India, recognising the 6 million-unit annual scooter market as a major opportunity. He acknowledged past missteps in failing to compete with low-cost rivals but stressed that Piaggio is now ready to scale volumes while maintaining its premium positioning. The Vespa and Aprilia brands will continue to serve the premium segment, while the new commuter range will cater to mass-market buyers.

Pricing remains a challenge, but Piaggio is confident in leveraging its vendor base and market intelligence, particularly in Tier 2 and Tier 3 cities where commuter scooters dominate. The company’s experience in India’s three-wheeler market provides valuable insights into consumer behaviour in smaller towns, which will be crucial for retail expansion beyond Tier 1 cities.

Exports may follow at a later stage, with Africa identified as a potential market. However, the immediate focus remains firmly on India, where Piaggio hopes to combine Italian design standards with localised features to deliver a scooter range that resonates with Indian consumers. As Graffi put it, “This is our heritage, and it was inevitable that we entered this space sooner or later. I am convinced that now is the right time.”
